Bare messages (no sessionId) are app-routed: calendar-related text goes to the calendar app conversation, everything else creates a new conversation in the chat app. Since v0.4.0 it is also the single truth source of the per-session approval policy (ask / allowed-once / rejected) — Telegram's /approve and the web card's third button turn the same knob; grants made from the web live in process memory only and are revoked on restart.
